As train tracks are prepared for high speed rail through Bloomington-Normal, there will be inconveniences. The Bloomington city council is getting details of the work in a presentation by city Public Works Director Jim Karch. Some streets may be closed for months as work on the rails kicks into high gear. Also this evening, the council will consider a liquor license for an east side multiplex theatre. The Carmike Palace Cinema 10 says it wants to become an upscale dinner and movie destination. The owners say if they get the license, they'll spend up to $6-Million to upgrade the facility.
