Rauner Shrugs Off "Millionaire Tax" Advisory Vote

Republican gubernatorial candidate Bruce Rauner says efforts to put a millionaires' tax on the November ballot in Illinois don't ``mean much.'' Illinois House Speaker Michael Madigan wants a non-binding resolution. It would ask voters to amend the state constitution so those making more than $1 million annually pay a 3% surcharge. Madigan's spokesman says a showing of public support would help build momentum for a legislative proposal. Legislative efforts for such a tax have previously failed.

Rauner said after a speech to the Chinatown Chamber of Commerce in Chicago that such referenda are a failure of leadership and lawmakers should focus on cutting spending. Lawmakers are trying to piece together a budget. Rauner says his spending plan will be unveiled soon.
