An Illinois state senator who is pushing a plan to adopt a graduated income tax in Illinois is hoping for passage despite a looming deadline. Oak Park Democrat Don Harmon says the resolution to put the question on the November ballot has enough Senate support but House approval is uncertain. It needs Senate approval today to have time to be considered in the House before a Monday deadline for constitutional amendments. A spokeswoman for Senate President John Cullerton says Democrats are gauging House support before taking the politically risky vote. The progressive tax would take effect as a temporary hike in the existing flat tax is rolled back mid-year. Supporters say it's fairer because wealthier people would pay a higher rate.
