Senate Republicans have outlined a list of conditions before they will work with Democrats on a new state budget plan. The lawmakers spoke in the state Capitol following Democratic Senate President John Cullerton's warning of a $3 billion budget gap next year. That includes a $1.6 billion revenue dip if the state's temporary income tax increase expires. Among the laundry list of items Republicans want in place are rolling back the tax increase as promised and implementing additional worker compensation reforms. A grueling battle over the budget is expected in the Legislature this spring as the November election looms. The Senate scheduled a hearing on the budget later today. Democrats hold veto-proof majorities in the House and Senate. But Cullerton has challenged the GOP to put forth its ideas.
