Closings arguments are underway in the Chicago trial of three men accused of plotting attacks during the 2012 NATO summit who were charged with terrorism under a rarely-tested state statute Prosecutor Tom Biesty told jurors the defendants intended to instill fear by using Molotov cocktails to attack President Barack Obama's campaign headquarters and other Chicago sites. The men's lawyers describe them as drunken goofs and contend they were goaded into the plot by an undercover officer who infiltrated the group. They scoff at the portrayal of the men as terrorists. Nearly all terrorism cases are filed in federal court. Illinois and many other states passed their own terrorism laws after 9/11 but prosecutors rarely charge anyone with breaking them.
