Watchdog Warns Of Low Staffing At Youth Facility

An advocacy group says an Illinois youth center may be violating the constitutional rights of juveniles. The John Howard Association, a nonpartisan correctional-system watchdog says the Illinois Youth Center in Saint Charlesis understaffed. The group says the facility employs half the teachers needed and has too few security workers. That limits young people's education because guards are needed to transport youth between classrooms. The St. Charles center's population doubled after a Joliet facility closed. Jennifer Vollen-Katz is the association's juvenile justice director. She says closing the Joliet center was the right move, but the St. Charles location is still adjusting to its doubled population. The Illinois Department of Juvenile Justice says they've hired outside experts to improve the facility.
