Farm-state lawmakers are pushing for final House passage of the massive, five-year farm bill, member by member, vote by vote.   There are goodies scattered throughout the bill for members from both parties and all regions as the bill heads to the House floor tomorrow. There's a boost in money for crop insurance popular in the Midwest, higher cotton and rice subsidies for Southern farmers, and a renewal of federal land payments for Western states. Cuts to the food stamp program may satisfy Republicans who say the program is spending too much money, but the cuts are low enough that some Democrats will support them.    House passage of the farm bill isn't certain. Farm-state lawmakers have been working for more than two years to get the massive bill passed.
