Bloomington City Manager Gets Raise Decisions on improvements to Bloomingtons Miller Park Zoo are being put off during a work session prior to the city council meeting. The council did decide to apply for a $700,000 state grant to improve the zoo entrance. The council's also giving city manager David Hales a 3% pay hike, bringing his base salary to just over $176,000. Council members Judy Stearns and Kevin Lower voted against the pay hike.
