Residents of Gifford raked by a tornado last month are debating whether to rebuild. Last night's meeting drew questions about zoning issues and storm water drainage, along with requirements for getting assistance from charities. The Nov. 17 storms leveled about 70 homes in the farming community of 970. Another 40 or so homes suffered damage. Dozens of residents attended the meeting at Saint Paul's Lutheran Church. Some said they're worried their neighbors won't return to rebuild. Others say they're committed to staying. The storm was one of two dozen that hit the state killing seven people.
