The police chief of the far southern Illinois city of Cairo is facing charges for filing false disaster-relief claims with the Federal Emergency Management Agency.   A federal indictment accuses 48-year-old Bernard Brown of four counts of making false statements and one count of disaster relief fraud. Authorities allege that from September 2011 through June of last year, Brown repeatedly sought FEMA money to cover relocation expenses. He says his home was damaged during severe flooding in 2011, forcing him to move into a rental house. But authorities allege Brown never left his house. Brown's trial has been scheduled to begin Feburary 21.
