Normal Approves CIRBIN Agreement And Community Investment Projects The Town of Normal has voted to approve an agreement with CIRBIN LLC to provide payroll services and three Normal employees. CIRBIN LLC includes Normal, Bloomington, Heartland Community College, and Illinois State University, with City manager Mark Peterson to represent Normal. City Manager Peterson says CIRBIN was not equppied to handle payroll service needs...

   

"The Town would be the employing agency but that CIRBIN, the LLC, would reimburse the Town all costs related to the employment of these three individuals."

CIRBIN or the Central Illinois Broadband Network, is a grant initative to construct a fiber network in central Illinois to enhance broadband Internet access, bandwidth capacity, and speed to local entities and businesses. Illinois State University's Technology Department led the initiative to receive $8 Million from the state in funding to build the network over the past three years, and is now beginning to serve local organizations.

The Council also approved 132 projects totaling $60.8 million dollars for the 2014-2019 fiscal years of the Community Investment Plan. These projects span Transportation, Parks and Open Spaces, Public Facilities, and Utility Services. Councilman Cheryl Gaines says residents should view the information available for the projects online...

   

"It's really very, very informative. And it makes not such dry reading, as well, so I just want to make sure people know that it is out there. It certainly gives you, gives everyone, a better idea of what we're doing and why we're doing it."
