The US Justice Department is charging three people in an alleged Illinois health care fraud scheme. The indictment alleges the three participated in a scheme operating out of a home visiting physician practice, Medicall Physicians Group Ltd., in Schaumburg. Prosecutors claim Medicare paid Medicall $4.7 million between January 2007 and December 2011. Rick Brown of Rockford, Roger Lucero of Elmhurst and Mary Talaga of Elmwood Park are charged with conspiracy and health care fraud. Brown was arrested yesterday and released on $10,000 bond.   Brown and Talaga have unlisted telephone numbers and couldn't be reached for comment. A woman answering a phone listing for Lucero said he was unavailable for comment.
