While Gov. Pat Quinn says other states are being considered as the possible home of a $1.2 billion fertilizer plant, a company spokesman says Iowa and Illinois remain the leading contenders. Officials with Cronus Chemical LLC have been debating between locations in Iowa and Illinois. Quinn says there's ``still a ways to go'' on the project because other states are also competing. He didn't say what states were being considered. Quinn has signed off on millions of dollars in incentives to bring the company to Tuscola in Douglas County. Cronus spokesman David Lundy says other sites have been considered. But he says Illinois and Iowa are the primary possibilities.
