A Cook County judge has harsh words for Illinois Governor Pat Quinn, saying state lawmakers should get their paychecks again. IPR's Tony Arnold explains.
Governor Quinn says he will continue to refuse a paycheck while the pension deadlock continues. State Comptroller Judy Barr Topinka says the lawmakers who have direct deposit have already been paid this afternoon. 21 legislators who do not have electronic deposit arrangements will have to wait a few days for their checks.
