Quinn To Make "Major Budget Announcement."

Illinois Governor Pat Quinn's office says he's getting ready to make a major budgetary announcement. The Democrat is set to hold a news conference this morning in downtown Chicago. Few details have been released.

Quinn still hasn't signed a key part of Illinois' budget that gives the state comptroller the ability to issue paychecks to state employees. The measure also provides money for agencies in charge of things like state campgrounds and running two state fairs. It contains a 250-page spending plan for state agencies. Quinn's announcement comes a day after he said there'd be consequences for lawmakers who didn't send him a pension overhaul bill by yesterday's deadline. He didn't elaborate. The governor has until July 15 to sign the measure. The fiscal year began July 1.
