The McLean County State's Attorney's office is declining to issue charges against a security guard who shot a robber at the Kroger Grocery in Normal. It was the third armed robbery in three months at the College Avenue store. Only after off duty Chenoa Police Officer Andrew Smith shot the suspect several times did it become clear the alleged robber was carrying a pellet gun and not a higher caliber weapon. Prosecutors say there was not enough time for Smith to determine if the weapon was an actual firearm prior to the shooting. A grand jury has also handed up indictments against 35 year old Jason Reeves for Armed Robbery and Aggravated Assault in connection with the stickups at Kroger January 1st, February 16th, and March 10th.
