The Normal Town Council approved an amended ordiance designed to protect residents from opportunistic service providers and pests. The ordiance requires tree-trimming service providers to obtain a license from the town. The Emerald Ash Borer infestation has created a need for these services leaving some residents vulnerable to price gouging. The ordinance received push back in its original form, says Councilman Kevin McCarthy.
"Single man or small operations to the larger tree-trimmers that I personally heard from is, that 'Hey we can do this, but it doesn't have to be such a big hurdle for us and a costly hurdle to overcome."
Councilman Cheryl Gaines and Chuck Scott stressed that the ordinance is also focused on containment and educating residents. Councilman Scott says the Green Ash is the focus of the borer and residents should ask to see a lisence and check for competive prices when considering a service provider.
