Budget speech prediction

Illinois lawmakers expect Gov. Pat Quinn to focus on the pension crisis when he lays out his state spending proposal tomorrow. But a prominent House Democrat points out there is good news too. The Democratic governor has said the budget will be "difficult" because so much money must be dedicated to catching up with a $97 billion pension deficit. His office already predicts a $400 million cut in education. Rep. Frank Mautino, a Spring Valley Democrat, says revenue should increase by more than $1 billion because of increased tax receipts. He says that will help. Republican Sen. Matt Murphy of Palatine wants to hear Quinn take charge of the pension debate.
