Illinois House Speaker Michael Madigan is proposing more money for state programs. Madigan's plan takes advantage of new funds for road building and shifts money saved from closing a prison to child-welfare services. The House Executive Committee is considering the appropriations bill. Transportation advocates want quick action on a $675 million addition to the transit-construction plan so that more concrete can be laid this spring. The state is getting more federal money than anticipated and favorable conditions such as higher tax revenues mean more state funding too. Gov. Pat Quinn's prison closing means $25 million that would be shifted to the Department of Children and Family Services.
