Bloomington First Ward alderman Bernie Anderson is stepping down from the city council. Anderson says a health problem is the reason. Anderson says he also plans on having his name removed from the spring ballot, leaving Kevin Lower as the only candidate for the ward. In the interim, Mayor Steve Stockton may appoint a replacement for Anderson.
