Elgin cop files racial discrimination suit

Elgin officials say a lawsuit alleging racial discrimination in the police department is without merit. Officer Phillipp Brown, who is black, filed a federal lawsuit against two white officers last week. The 16-year veteran officer alleges that the two officers used racial slurs and made inappropriate jokes about the Ku Klux Klan, among other things. He alleges that created a hostile work environment. Elgin City Manager Sean Stegall says the lawsuit is disappointing and without merit. The lawsuit calls for discipline against the officers and seeks to force the department to provide racial sensitivity training for employees. The lawsuit names Lt. Sean Rafferty and Internal Investigator James Barnes. A message left Monday at a number listed for Rafferty wasn't immediately returned. No one picked up a listed number for Barnes.
