The Town Council in Normal will discuss spending more than $27,000 dollars to perform a grocery feasibility study in Uptown Normal. Town planners have hoped for a grocery in the district, which has been labeled a food desert. The first floor of the College Avenue Parking deck was, at one time, even considered a likely spot for such a store. The study would help supporters of the Green Top Grocery Co-op idea decide whether they can move forward. But, some public officials argue Green Top should pay for the cost or should show more proof of the viability of the concept before taxpayer money is spent on the notion. Green top hopes to create a cooperative that focuses on food grown regionally.
