A gasoline leak fourteen years ago at a filling station on East Vernon Avenue in Normal is affecting redevelopment of that site. The EPA and the Qik N EZ gas station want the town to pass a ban on potable water sources for the location just off the Constitution Trail. Store owners have tried to remediate the leak over the years, but modeling of likely pollution shows a contamination plume throughout the site, though not into the creek adjoining the trail. Under Leaking Underground Storage Tank laws, the location cannot be redeveloped into anything that requires a water well. The ban would include two nearby restaurants fronting Veterans Parkway as well. Town staff say council approval of the measure would be an additional administrative protection from environmental harm related to soil contamination still on the property.
