All kids program shrinks

Rod Blagojevich loved talking about All Kids. He mentioned it as he went away to prison, and even brought it up in a phone call captured by an FBI wiretap:

"OK? I gave your (bleeping) baby a chance to have healthcare."

Illinois Auditor General Bill Holland just published a report on All Kids. He says recent changes in state law mean fewer kids will be covered:

"Some of these will be dropped out. They will no longer be eligible for services."

Illinois has 1.9 million kids getting some sort of state-subsidized health insurance. All Kids now represents less than four percent of that total.
