About $3.5 million in delinquent fines are owed to the city of Springfield. The city has collected more than $1.3 million in fines and fees since May 2011. But published reports cite a Freedom of Information Act request that found over the last seven years the city is owed $3.5 million in fines. The debt goes back seven years. The city says it can't recoup fines previous to seven years because the statute of limitations has expired. The fines are for parking tickets, property code violations and other ordinance violations. About $2 million comes from citations for trash and tall grass and weeds. The total doesn't include fines for overdue library books, boarded-up properties, late utility bills or building code violations.
