Bloomington Aldermen are getting closer looks at making the City more business friendly. City council discussed both an Economic Development Strategic Plan and business incentives. City Manager David Hales says the strategic plan is designed to keep the City focused. Hales says the plan will help the City work with the private sector better in the next few years. As for incentives, Hales says there is no "one size fits all" approach for the City...

Hales says the City hasn't been aggressive with incentives compared to other municipalities. He sites the Town of Normal, whose philosophy on incentives is, he says, more liberal. The Council also approved a measure to delay a decision on whether or not to allow a Jazz Club in downtown to October 22nd.
