Normal citizens get 'do over' on electric aggregation

Normal's town council says voters should be allowed to change their minds on the issue of 'electric aggregation,' which would allow the town to bargain for citizens to get what could be lower electric rates. When the issue was on the ballot in March Normal residents joined with those in Bloomington to defeat the proposal. The question will be on the November ballot.
