Hanson Professional Services will be working on a proposal for the Illinois Commerce Commission, as the City of Bloomington looks to extend Hershey Road as a part of an annexation agreement made 10 years ago. Hales says state law requires the City to get approval from the ICC for a street to cross the railroad tracks. He says railroad companies don't like crossings and prefer a bridge to be built, which, the city manager says, is not rational for this location.
