Quinn says no deal on gambling

Illinois Gov. Pat Quinn says he won't sign a gambling expansion bill in exchange for a promise that legislators will pass an ethics measure in the fall. The Legislature passed a bill earlier this year that would create five new casinos, a land-based site in Chicago and four more on riverboats. It also would allow for the first time slot machines at horse racing tracks. That ailing industry wants additional opportunities to bring in gambling dollars. While Quinn hasn't said he'll veto proposal outright, he's hinted it's unlikely he would sign bill as is.
