Quinn increases precautions after DHS failure to investigate neglect deaths

Governor Pat Quinn has issued an executive order to increase state oversight of investigations into the deaths of adults with disabilities following a newspaper report that uncovered problems. Quinn's order is a response to a Belleville News-Democrat investigation. The newspaper revealed since 2003, the inspector general of the Department of Human Services did not investigate 53 cases called into the agency's hotline that told of disabled adults living at home who were allegedly abused or neglected and later died. William M. Davis, the inspector general, has offered his resignation effective Aug. 1. The newspaper's series found Davis' office was interpreting state law as barring it from investigating deaths because ``the dead are ineligible for services.''
