Congressman Tim Johnson is excoriating what he calls a cynical approach in both parties to deficit reduction. Johnson opposed the reconciliation bill crafted to postpone automatic across the board cuts mandated under a previous deal. The Urbana Republican says the bill typifies all the reasons Americans are upset with Congress and it is ludicrous for house leadership to exempt the military from cuts.

He says only in Washington can you count the slowing of spending growth as a "savings." Johnson says Congress doesn't even play by the rules it sets for itself.
