The City of East Peoria claims an internal investigation into alleged racial profiling has nothing to do with a change in the status of two top cops on the force . Police Chief Ed Papis' resignation was accepted by the city less than a week ago, and yesterday Deputy Chief Chris Hutt was demoted to patrol officer. The changes come after a probe about racial profiling by the East Peoria Police Force. Mayor Dave Mingus and city attorney Dennis Triggs maintain the investigation, which cost the Tazewell County community about $12,000, is unrelated to the personnel issues, but are refusing to release the findings.
