Citing the high cost of a subterranean pedestrian tunnel to help people get from one side of the uptown Normal train tracks to the other, the town of Normal appears poised to approve an overhead walkway.   The town council will consider waiving the bidding process so Stark excavating can pour foundations for the pedestrian bridge now, even though the bridge won't be ready for a couple more years. Following tonight's regularly scheduled meeting, the council will convene a special session to hear from residents with questions about the dismissal of Shari Buckellew as Director of the Children's Discovery Museum.
