Illinois prisoners would have a harder time using the Freedom of Information Act under a measure making its way through the General Assembly. The proposal's sponsor says FOIA requests from prisoners cost too much money and create an overwhelming amount of work for the Department of Corrections. The proposal would limit the information prisoners can reques, personnel records of prison employees. But prisoner-rights advocates say the measure is too restrictive.
