While Threatening Veto, Rauner Holding Out Budget Hope

Governor Bruce Rauner won't say what he'll do with a spending plan approved by House Democrats.  But he did decry it as wildly out-of-balance.

It's not Rauner's to deal with, yet -- the measure still has to be taken up by the Senate. But this much is clear already: Rauner won't sign the $40 billion budget into law. His office says he'll veto it. But he doesn't have to veto all of it.  The governor can selectively use his veto pen.

The Democrats' plan pumps hundreds of millions of dollars more into education. Rauner has continually said he wants to be sure Illinois schools stay open, regardless of what else goes on.

Thursday morning, Rauner wouldn't say if he'd keep education funding in place. Instead, he's holding out for a compromise.

"So we've still got time, we can get there," he said.

But top Democrats say their budget is "insurance" because a compromise isn't likely.
