Normal Hires New Engineer From Bloomington

Bloomington Assistant City Engineer Ryan Otto will change his offices to Normal at the end of the month.

The Town of Normal's new city engineer is the assistant engineer in Bloomington.

Ryan Otto will join the town staff after 13 years in Bloomington, the last three as assistant engineer. Otto replaces Gene Brown who retired from the Town after 33 years.

Otto will begin at the end of the month in the middle of construction season.

Normal City Manage Pam Reece said the town is pleased to add Otto in this critical role.

“We were immediately impressed, not only with his knowledge and expertise, but with his demonstrated ability to lead a team to accomplish challenging goals in a timely and cost-effective manner. He will bring a new dynamic to our leadership team," said Reece.

Ryan Otto is leaving the City of Bloomington engineering department to become city engineer for the Town of Normal.

Otto is a graduate of the University of Illinois with a degree in agricultural engineering.

“This is an exciting opportunity to be a part of a great team. I look forward to working with the staff to understand and implement the goals and priorities of the Town of Normal," said Otto.

The Town of Normal engineering department has eight employees and is responsible for coordinating all engineering functions, including plan review, project management, public works inspection, design services, capital project budgeting and traffic control management.
